What you need to know
Council tax is a priority bill in
England, Wales, and Scotland. Northern Ireland uses domestic rates instead,
with similar priority status. Falling behind moves quickly: a reminder, then
a final notice, then potentially a court summons asking for the full year's
bill at once.
If a court grants a liability order, the council can use enforcement agents (bailiffs) to collect. They can take goods, set up an attachment of earnings
or benefits, or apply for a charging order on your home. In rare cases, councils
can apply for committal to prison.
Reductions and exemptions may apply. A 25 per cent discount applies if you
live alone. A severe mental impairment exemption can apply at any age.
Full-time students are exempt. Low-income households can apply for Council
Tax Reduction; the rules vary by council.
Councils have to follow the rules. The Local Government Finance Act sets
out what they can do; the National Standards for Enforcement Agents govern
